T-Mobile uses the AWS frequencies for their 3G network, which is incompatible with most of the rest of the world's GSM networks. Since the iPad doesn't support the AWS uplink frequency (1700) it simply won't work on T-Mobiles 3G network unless Apple changes the hardware. It could run on T-Mobile's slower EDGE network which uses the 850 MHz frequency that is supported by the iPad.
